Pedcor is a bad deal...

I question the financial feasibility of the condo/riverfront project, but we should all keep an open mind....

Re: the White Elephant, oops, Blackhawk Hotel. Do you see any possibility it can be transformed into a useful element in downtown, without big city $$$ going into the job?
The biggest business we have downtown is the John Lewis Shelter. Ian, this is a problem. We need to look into that agency and curb it before it gets more out of hand then it already is.
You need to listen to the homeowners SOLO and make certain that JLCS is tackled. This agency is bringing homeless people to davenport and dragging our area down.
People who support that agency have no idea what it is doing to the central city. You need to talk with the people who live here and see that there is a big problem with this agency. It harbors criminals and sex offenders in the same neighborhood where single mothers with children have to live.
Can you do something?
Pedcor very bad, pull more rental licenses, condos bad, frieght house bad, place a moretorium on low income rentals SOLO, promote less homeless services, look into JLCS and its bad practices, stop giving JLCS money for housing we don't need.

My short answer is yes the Blackhawk could be transformed into a useful downtown element without big money from the city. Within the past few months a couple developers have generated some interest in the property.
That said; I wish we were closer to finding the resolution at this juncture. I hope a renovated Adler helps the cause, as well as the addition of the casino hotel. Perhaps this could spark more of a "convention corridor" in the area (with the Radisson and Howard Johnson). This concept, coupled with better marketing of the River-Center as a premier venue might help.
The Hotel Fort Des Moines reminds me of the Blackhawk and seems to be doing well as a renovated historic hotel in the DM downtown. Ideally, someone would come through with a similar business plan for the Blackhawk.
I am concerned about the prospect, but I do think a decent possibility, for a useful transformation, still exists at this point. I know our task force is working hard to turn the corner on this issue.

I am happy to hold discussions with SOLO residents, re: John Lewis and other neighborhood issues.
I'll make an effort to schedule my next Open City Meeting in SOLO and we can "brainstorm" on looking for solutions to these challenges. This could also tie into a discussion on some of the neighborhood programs we are exploring.
The SOLO neighborhoods are an asset to the city and need more attention. Other cities have been able to turn the tide with the right mix of neighborhood support services. We need to follow this lead and be proactive in finding a resolution -- sooner rather than later.
As for the other issues: I have strong reservations about PEDCOR, I am in favor of eliminating the licenses for bad landlords that are housing criminals in our neighborhoods, I am keeping an open mind on the condo development as of now, and am in favor of re-use for the Freight House - Indoor Market concept.
The luxury condos on the riverfront are a bad idea. I thought everyone had agreed by now the freeing up greenspace along the riverfront is in the public interest. Or at the least, making sure that any use doesn't "wall off" the riverfront. That's just what such a large building would do. There are plenty of other nice areas for housing for the wealthy.

Ian, two things:
It is obvious from the signs and newspaper classifieds that there are a ton of homes and apartments for sale on both sides of the river. However not a lot of buying or renting is taking place. Is this PEDCOR project just going to add to a flooded market?
Being a long time resident near where this project is planned to be constructed, I am very concerned with the sewer system being able to deal with this added load. Has the sewer system been able to adequately handle the extra load put on by WalMart, Culver's, Appleby's and Rudy's so far? At what point will the city begin dealing with the West side sewer problems?
One last thing. I have not heard any more about the Tractor Supply store that you mentioned in an earlier post. Can you give an update please? Is it still a go?

When is the City going to repair the storm sewer on Gaines street across
from Harrihgton Park? east side of the street. The side is gone,people have to walk in the street. This has been this way sence spring. Where's our sewer money going. Don't tell me down the drain.

The sewer on Gaines is under the sidewalk on the east side. The sidewalk collapsed and has been barricaded since late spring. The sewer camera and jetting crews spent several days investigating the problem by jetting, dyeing and televising the line. The problem could not be detected through this method. There is a bend in the line near the collapse that does not allowing a TV camera through. This line is very deep. The City has one heavy crew which does this work and they have been working on problems that affect the use of the public sewer by property owners first. No personal property is affected by this collapse.
Since we have no idea of the problem and must dig to expose it we have scheduled it after the Bix because Gaines Street is a major detour for the City and any closure of lanes will make it to difficult to use.

Update for you:
TRACTOR SUPPLY submitted a preliminary site plan to Plan/Zone in Late May; this was approved. The process is moving forward, but may take 6-12 months to fully come to fruition from what I am told from staff.
THE WESTSIDE DIVERSION TUNNEL is needed to help spur development across more than 20-sq. miles in the city. Funding has been committed in FY-04, FY-05, and FY-06, including $1.9-million at the federal level and $0.8-million in city dollars. The city is also currently seeking $1-million in STAG funding for land acquisition. The project remains at the top of our list for federal funding priorities. Overall, if memory serves, the entire project is estimated in the upper $20-million range.

How much green space do we need? Have you seen the plans for Centennial Park? Its Beautiful!! But how do we afford to maintain it with out private investments near by? Who is going to fill the green spaces? We need more people with time and money to spend living downtown!
